Glasgow Schools

A £1.3 billion (£225 million construction) project to design, build, finance and operate Glasgow's entire secondary school estate under a Public Private Partnership with Glasgow City Council. The concession will run for 30 years. The project is one of the first and the biggest Public Private Partnerships (PPP) in the UK education sector. Listed by the UK’s Treasury as one of the nine significant education PPP projects, it received support and advice from a dedicated Treasury Taskforce.

The 3ED consortia comprising Bank of Scotland, Semperian and John Laing undertook the project which comprises 29 secondary schools and one primary school in the city and caters for 32,500 pupils daily. The £225 million construction project which is managed by John Laing includes 11 new build secondary schools; eight refurbished secondary schools with new build extensions; nine refurbished secondary schools and one new build primary school. There are also centres of excellence in sport and dance and learning centres for blind and deaf children.

The project also includes one secondary school which had previously been refurbished by the council.

The project commenced operation in now fully operational project includes facilities management services, and lifecycle replacement, and included the installation, management and operation of a city-wide network and ICT to all 30 schools until 2011.

The design and build contractor and lifecycle contractor is Amey/Miller joint-venture. Amey provides both hard and soft facilities management, with only catering excluded.
