Our model includes cross-subsidising shortfalls in capital budgets through the development of existing sites. We provide finance, project management and property development, take total risk and contribute to wider regeneration improvements. We work in close partnership with all of our supply chain, to ensure the best, most flexible solution is provided.We designed and built state-of-the-art college facilities at South East Essex College (SEEC) and the buildings are now being operated by our facility management business. On the SEEC project, we provided an innovative solution to the college’s funding shortfall by forward purchasing the college’s existing sites at the beginning of the construction of the new buildings. In 2007, we reached financial close on a project in Hastings, which is part of the £150m town centre regeneration, including a £60m new college building. As part of the development, we will be constructing 103 residential units to Millennium Homes Standard together with joint-venture partner, national housebuilder Gladedale. The town centre project will also include a Primary Care Trust building which will be built once the site podium is complete. The second aspect of the new college project is a second college building to be constructed in Ore Valley on a site which is being purchased by the college. John Laing will deliver this building once the college has finalised the purchase of the Ore Valley site. Central to the success of the new college project was the cross subsidy of the new facilities from the value of the college’s existing sites. Together with Gladedale, we purchased these sites and will develop them out once the new college is ready for occupation. Our facilities management business also provides services to clients outside of John Laing’s PPP portfolio, such as City Lit, the London based adult education college, where we lead a 35-strong team ensuring the smooth day-to-day running of the building and its services.
